ECOLE DES HAUTES ETUDES COMMERCIALES (HEC Paris), major in Finance ; Engineer from ECOLE SUPERIEURE D'OPTIQUE (Paris), Fiber Optics, & Telecommunications ; «Mathématiques Supérieures et Spéciales» (Maths & Physics) at Lycee Louis-Le-Grand (Paris).
Since 2000, he is Director General of the Lebanese Ministry of Finance. In addition to his core duties, he is also a member of the Board of the Banque du Liban, a member of the Higher Court of Banks, a permanent board member of the Capital Markets Authority, a member of the Open Market Committee, the president of the National Social Security Fund's Financial Committee, the Alternate Governor at the International Bank for Reconstruction and Development, and Lebanon's Deputy Governor for the Arab Fund for Economic & Social Development and the Arab Bank for Agricultural Development.
He previously worked as a member of the Experts' Panel of the International Monetary Fund, and was the Chairman of the Deputies of the Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development (Group of 24) for many years. Before that, he was a Director at Thomson Financial Bankwatch, the President of Pitch s.a.l., and worked at ABN AMRO Bank (Lebanon / Dubai) and at Arthur Andersen (France).
Alain Bifani was promoted Chevalier de la Legion d'Honneur (France) in 2016, he won the United Nations Public Service Award in the category of “Improving Transparency for “Taxpayer Service" in 2007, and was promoted Commandeur de l'Ordre du Cèdre by the Republic of Lebanon in 2005.
He was a professor of Investment Strategy (EMBA level) at La Sagesse University, and a
Finance professor (senior, masters, and “DESS" levels) and Strategic Management professor at Saint-Joseph University.
He wrote various articles and studies, including for l'Orient-Express (responsible for the Economics section) and the Lebanon Report (member of the editorial committee).
